Committees

Boards of Trustees of funds use working committees to assist them in achieving the fund’s objectives and ensuring that they comply with their responsibilities and duties as prescribed in legislation. It is, however, important to note that trustees retain ultimate authority and responsibility for all decisions made with respect to the operations of the fund.

Each committee is created with a specific mandate from the Board of Trustees, which sets outs functions, scope, authority and membership requirements of the committee. This guides the committee as to what their area of focus should be. The committees perform all the background work on an issue. Where they have the expertise, this work would be done by the committee, but if necessary, the committee may employ the services of an expert advisor to assist the committee. Once they have looked at all the various options and decided on the best course of action, the committee will then make a recommendation to the Board of Trustees.  The Board of Trustees will then review the recommendation, and decide on how to proceed further – by either accepting the recommendation or requesting further work be done on an issue.  This ensures that the Board of Trustees can make progress on the large variety of different issues facing them at their quarterly board meetings.

Committees are made up of committee members, observers and external experts who provide the Fund with professional inputs within a particular field.  While any member can request to participate on a committee, the Board will only appoint them if the Board feels that they have necessary experience or expertise in the fields relating to that particular committee.  The following participants attend the quarterly committee meetings:

  • Trustees
  • Employer Representatives
  • Interested Members with the relevant interest and experience or expertise
  • Service Providers relevant to a particular committee or particular discussion
